Golf Cart Lights and Street-Legal Equipment in Panama City Beach

Panama City Beach Golf Cart Repair installs and repairs the equipment that makes a golf cart or LSV legal and safe on the road: headlights, taillights, brake lights, turn signals, horn, mirrors, reflectors, and windshields, $75 to $400 depending on whether it is a repair or a full kit, with the $50 to $100 service call applied toward the work. What we cannot do is title, register, or insure a cart, and we say so plainly, because plenty of owners have been told otherwise.

What the law and the city require, by vehicle

Florida’s rules turn on one number from F.S. 320.01: a golf cart is not capable of exceeding 20 mph, and a low-speed vehicle tops out above 20 but not above 25 mph. Panama City Beach’s own current rules add a practical layer on top.

Golf cart, per the city’s guidance: should not be driven where the posted speed limit exceeds 25 mph. Under F.S. 316.212(6), a golf cart on a designated street also needs efficient brakes, reliable steering apparatus, safe tires, a rearview mirror, and red reflectorized warning devices front and rear.

Low-speed vehicle, per the city’s own LSV page: must comply with F.S. 316.2122 and carry headlamps, stop lamps, turn signal lamps, taillamps, reflex reflectors, parking brakes, rearview mirrors, a windshield, seat belts, and a VIN, and must be registered, insured, and titled with a licensed driver. LSVs may use streets posted 35 mph or less, except the city keeps LSVs off Panama City Beach Parkway (US 98, Back Beach Road) and Hutchison Boulevard (Middle Beach Road) regardless of the posted limit.

Where the equipment matters around here

Front Beach Road and Thomas Drive. These are the corridors most riders actually use, on the stretches posted at or under 35 mph. A cart or LSV working these roads needs the full lighting and mirror package in good working order, because they carry real traffic, real pedestrians stepping off the boardwalk, and real enforcement.

Back Beach Road and Middle Beach Road. The city excludes LSVs from Panama City Beach Parkway (US 98) and Hutchison Boulevard entirely. No amount of lighting or equipment changes that; these roads are simply off-limits to LSVs and golf carts under the city’s own rules.

Panama City, across the bay. A separate municipality with its own golf cart program, limited to twelve designated neighborhoods and to city streets and alleys, not state or county roads. Its equipment list mirrors F.S. 316.212(6): efficient brakes, reliable steering, safe tires, a rearview mirror, and red reflectors front and rear, with fuller nighttime equipment required for after-dark use.

What we install and repair

Kits on a 36V or 48V cart need a voltage reducer to run 12-volt lamps; that is included in the kit price. Brake lights need a pedal switch; signals need a flasher and a column switch. All of it rides on the truck and installs in one visit. Prices match the pricing page.

The things no repair shop can do

Title or register. A golf cart is not a titled vehicle. An LSV is, and it gets that way at the factory with a VIN and a certificate of origin. We cannot issue either.

Make a fast cart legal. A controller or motor change that pushes a golf cart past 20 mph takes it outside the F.S. 320.01(22) definition without making it an LSV. On a public road that is the worst of both categories. Before any speed work, know what the cart actually does on a GPS and what road it is going on.

Change which roads are open. Whether Front Beach Road, Back Beach Road, or any other street is open to golf carts or LSVs is the city’s decision, and the city has already made it. Lights and a mirror do not change which roads are excluded.

Why lighting is safety work here

Front Beach Road and Thomas Drive carry heavy pedestrian and rental-cart traffic in season, often after dark during summer evenings when the boardwalk and Pier Park are busiest. A cart or LSV with a dead brake light or a missing turn signal on those roads is a real collision risk, not a paperwork issue.
