Street rules here are less defined than in the cities

Because Laguna Beach is unincorporated, it does not run its own golf cart or LSV ordinance the way Panama City Beach or Panama City do. We looked for a Bay County designation covering Laguna Beach’s roads and did not find one published. Under F.S. 316.212, a golf cart may only be driven on a road the county or a city has specifically designated, so absent a verified county designation here, the safe assumption is that a standard golf cart stays on private property. A titled LSV is a different matter: F.S. 316.2122 lets an LSV use any street posted 35 mph or less anywhere in the state, county designation or not, as long as the vehicle is properly registered, insured, and equipped.

What Laguna Beach carts need
