The rules, straight from the city

Operation is sunrise to sunset only, unless the cart carries full nighttime equipment (headlights, taillights, brake lights, turn signals, and a windshield). Required daytime equipment is efficient brakes, reliable steering, safe tires, a rearview mirror, and red reflectorized warning devices front and rear, the same list F.S. 316.212(6) sets statewide. Every operator needs a valid driver’s license. Children age 5 and younger must ride in an appropriate child restraint; lap-holding and booster seats for that age group are both prohibited.

Two things distinguish Panama City’s approach from Panama City Beach’s LSV-focused rules: registration and insurance are not required for a Panama City golf cart, and golf carts cannot be rented for public street use here, unlike the LSV rental market a few miles away on Front Beach Road and Thomas Drive. This is a resident’s-cart program, not a tourist-rental one.

What Panama City carts need

Post-storm rebuilding and an aging fleet. Hurricane Michael made landfall nearby on October 10, 2018 as a Category 5 storm with sustained winds of 160 mph, destroying the Panama City Mall and significantly damaging Bay Medical Sacred Heart hospital. Neighborhoods like The Cove and St. Andrews saw years of rebuilding afterward, and a lot of the carts running these streets today are older units that survived the storm or were bought secondhand during recovery. That means more corroded terminals, more solenoids past their prime, and more carts due for a real inspection rather than a quick fix.

Salt and river-mouth humidity. Panama City sits on St. Andrews Bay, and while it is a few miles inland of the open Gulf compared to Panama City Beach, bay-adjacent neighborhoods still see enough humidity and salt-tinged air to corrode terminals and charge ports faster than a true inland town would. Watering on schedule and a terminal coat matter here almost as much as they do on the beach side.

Alley and neighborhood-street driving. Because Panama City limits carts to designated streets and alleys rather than open roads, most of these carts see stop-and-go, low-speed driving through residential grids: hard on brakes in a different way than highway-adjacent driving, with more starts, stops, and tight turns per mile.
